State Representative Cindy Gamrat (R- District 80) yesterday introduced Michigan HB 4778. HB 4778 will allow for the existing pistol registration to stay in place but allow broad exemptions. You can find the full legislation here: http://www.legislature.mi.gov/documents/2015-2016/billintroduced/House/pdf/2015-HIB-4778.pdf

Pretty good…. .  I guess.

The exemption:

(8) THIS SECTION DOES NOT APPLY TO AN INDIVIDUAL WHO CARRIES, 19 POSSESSES, OR TRANSPORTS A PISTOL IF ALL OF THE FOLLOWING 20 CONDITIONS ARE MET: 21 (A) THE INDIVIDUAL IS NOT OTHERWISE PROHIBITED FROM POSSESSING 22 A PISTOL. 23 (B) THE INDIVIDUAL IS AT LEAST 21 YEARS OF AGE.

So if you are using your gun legally and over the age of 21 you would be exempt from acquiring or registering your pistol with the state. Under 21 then you still need to register.

But you will still have to have a permit – a license – to buy a handgun in some cases.  That is issued by your local police chief.  The equivalent of “mother may I.”  And you still have to register that handgun… .
